The baseline: is there a documented technology plan, refreshed within the last 2–3 years? Filed-and-forgotten plans don't count.
Recurring cadence at the cabinet / superintendent level — not just inside the IT team. Annual review keeps the plan from becoming a binder on a shelf.
Operational substance. Every initiative in the plan has a named owner, a delivery date, and a dollar figure. Without these, the plan is aspirational rather than executable.
A single coherent technology direction — not parallel documents that never meet. The tech plan references the cyber strategy and DR roadmap; capital and operational decisions reflect both.
